Is it the same as the legal notice?

No. The legal notice fulfils the identification duty under the European Communities (Directive 2000/31/EC) Regulations 2003 and the Companies Act 2014; the terms and conditions govern how your service is used. Ideally you should have both.

Do I need them if it is just an informational website?

For a simple website, a legal notice, privacy policy and cookie policy usually suffice. Terms and conditions become relevant when there are accounts, user-generated content or service features.
