What is a cookie banner and why do you need it?

The cookie banner is the notice that appears when entering a website and lets the user accept, reject or configure cookies before any non-necessary ones are installed. Regulation 5 of the ePrivacy Regulations (S.I. No. 336/2011) and the Data Protection Commission's guidance on cookies and similar technologies require it: the cookie policy on its own is not enough, you must obtain consent in a valid way.
